We received the following update from SirsiDynix:
Appears the issue is resolved. Propay corrected their faulty api statement so payments should be going through in Workflows now.
You may now resume accepting credit card payments with your ProPay credit card swipes at your desk. If you encounter any issues with payments please send an email to help@swanlibraries.net to report it.

SirsiDynix has confirmed some libraries have had payments go through ProPay without the bills being paid on patron record. They have advised us not to use the ProPay swipes at the desk until they find a resolution to the issue. We will continue to update this issue as we have more information.

Apparently Propay made an API change that is affecting swipe payments.

Libraries are reporting they receive a "BLUEcloud Commerce is not available" message after patrons swipe their credit cards at the ProPay swipes at circulation desks. We have opened a case with SirsiDynix to have them investigate this issue.
PayPal bill payment on Aspen is not affected by this issue; you can direct patrons there for bill payment until this issue is resolved.
